Try the Web Hosting Talk forum. They have a Design Requests sub-forum where you can find possible web design assignments.
And BTW, don’t shy away from bidding sites. If you do great work, and your prices are reasonable, you’ll get work. But that’s the key here – you must have fantastic samples to showcase. Designers with fantastic samples do get work.

hey i was wonder what classes would u recomend for someone who is interested in making websites for people (like you). im a freshmen in college.
